Webel Radio Net: Focus BDD for the SessionSpec exchange item (and the NetManager)

Tutorial
The SessionSpec (modelled as a SysMLv1 Block) is created by the NetManager «actor» - the sole external actor in the Webel Radio Net model - and is an exchange item sent from the NetManager to the RadioNet as system of interest for the Start net session UseCase.

As in many other examples in this tutorial trail, quite a few elements from other Packages are also shown to provide context for the "focus" element, which is in this case the block SessionSpec: Note how the owner is displayed on elements from other Packages!
The Wikipedia Net Operation article tells us:
A net manager is the person who supervises the creation and operation of a net over multiple sessions.
This person will specify the format, date, time, participants, and the net control script.
The net manager will also choose the Net Control Station for each net ...

A quick form of the  Webel Parsing Analysis recipe for SysML® was used to elicit some model elements from some text extracts of the Wikipedia Net Operation article via Webel «snippet» ElementGroups, including value properties for the SessionSpec block. The NetScript and SessionFormat are not further used in the Webel Radio Net simulation. The participants and the Net Control Station (NCS) are specified by StationID.

Beware that participant here means ALL stations, not just the non-NCS Participating Station (PS) stations as used elsewhere in the Webel Radio Net.

The NetManager is a SysML-style custom block-based «actor», with an Operation createSessionSpec() and corresponding 'method' Activity.
