Webel $arg$ convention help consistency checks

Webel help Rule makers and the HelpF` and HelpO` help registries ensure registered '$arg$' argument specs are compatible with: Development check functions can also be run across all '$arg$' argument help holders active in a kernel or by '$pac$' package or grouping qualifier (uses Names) to check consistency. The same applies to '$opt$' options.

Please note that at this stage we are only examining use of the Webel '$arg$' help holders conventions in lower-level packages, which rely on "manual" naming conventions; in later slides we'll see how Webel extensions of MTools for OO such as the MArg class can be used to encapsulate the help holders for the Webel arguments convention.
